Stop HR1444: The Real Mandatory Service Act

Many of us conservative bloggers had named HR1388 or the GIVE Act a “mandatory servitude bill” but in actuality the mandatory part had been removed from the bill before passage.  That is because that mandatory bit has been formed into a bill of its own that is called HR 1444 or the “Congressional Commission on Civic Service Act”.  If we thought HR 1388 was heinous, just look at what this bill contains:

(5) The effect on the Nation, on those who serve, and on the families of those who serve, if all individuals in the United States were expected to perform national service or were required to perform a certain amount of national service.

(6) Whether a workable, fair, and reasonable mandatory service requirement for all able young people could be developed, and how such a requirement could be implemented in a manner that would strengthen the social fabric of the Nation and overcome civic challenges by bringing together people from diverse economic, ethnic, and educational backgrounds.

(7) The need for a public service academy, a 4-year institution that offers a federally funded undergraduate education with a focus on training future public sector leaders.

(8) The means to develop awareness of national service and volunteer opportunities at a young age by creating, expanding, and promoting service options for primary and secondary school students and by raising awareness of existing incentives.

(9) The effectiveness of establishing a training program on college campuses to recruit and educate college students for national service.

I believe this bill speaks for itself. Get on the phone and call those representatives. This bill is currently in the House.

In an interview with Ben Smith of the New York Daily News, Emanuel outlined the agenda for military-style training, essentially a domestic draft, aimed at preparing Americans for a chemical or biological terrorist attack.

Asked by Smith about the universal service plan and whether people would have to live in military barracks, Emanuel laughed before responding, “We’re going to have universal civil defense training, somewhere between the ages of 18 to 25 you will do three months of training….but there can be nothing wrong with all Americans having a joint similar experience of what we call civil defense training or civil service in service of the country, in preparation, which will give people a sense of what it means to be an American.”

“It will be a common experience and we will be prepared, God forbid, God forbid that there is a chemical hit, another terrorist act or natural disaster becoming more frequent - there’ll be a body of citizens who are ready and capable and trained - that’s all you have to think about,” said Emanuel before smugly declaring, “We’re all here for you OK? It’s a circle of love.”

Asked if the training would be military style, with people wearing uniforms, Emanuel stated, “If you’re worried about are you going to have to do 50 jumping jacks the answer is yes,” adding that the service could be done through state national guard.

Though I have a tendency to write long articles, thick with commentary, the urgency of the information I want to share with you compels me to keep this direct and to the point.

Along with the information you will be reading, I have included informative links. Please take the time to go to each of these links and verify the information I am sharing with you. It is important that you see the sites for yourself. There is much we all need to understand and share with other American citizens.

First though, I remind you of the ‘proper frog cooking’ theory which explains that a frog put into a pot of hot water will jump right out. Instead, you must put it into a pot of warm water and raise the temperature slowly, so the frog doesn’t recognize the danger, until it is too late.

With that in mind, I’ll get to the point.

March 18th, 2009 the House of Representatives passed the Generations Invigorating Volunteerism and Education Act, HR 1388 followed by a quick passage in the Senate. There is much talk about a provision for the study of a mandatory service program, removed at least for now, with the possibility of being added again in conference.

WND wrote an excellent article about the ‘Give Act’.

I want to give you a little more information and context. Keep that frog in hot water in mind.

The United Nations has a volunteer program called the White Helmets.

(Excerpt from a UN document dated Dec 1997)

[Participation of volunteers, "White Helmets", in activities of the United Nations in the field of humanitarian relief, rehabilitation and technical cooperation for development.

Calls upon States to promote the facilitation of cooperative actions between the United Nations system and the civil society, through national volunteer corps, in order to strengthen the United Nations capacities for early and effective response to humanitarian emergencies; ]

To understand why the UN ‘White Helmets’ should be a concern to American Citizens and how it relates to HR 1388, you must understand how our government works with the OAS and the ‘Summits of the Americas’.

The Organization of American States (OAS) is an arm of the United Nations (UN) In brief; the OAS is a 34 member multinational hemispheric organization of which the United States is one member state. The Summits of the Americas is an instrument of the OAS, as is the Inter-American System.

I have written several articles about the OAS and the Summits, The Demise Of The American Identity and As Our Towers Fell have details about their inner workings and their agenda.

[That the Plan of Action adopted by the Summit of the Americas in December 1994, in which the heads of state and government stated that the White Helmets Initiative can facilitate the eradication of poverty and strengthen the humanitarian rapid response capability of the international community to meet emergency humanitarian, social, and development-related needs, and that the countries of the Americas could pioneer the Initiative through the creation of national corps of volunteers capable of responding to calls from other countries in the region;

…to urge member states of the Organization of American States (OAS) that have not yet done so to take action, as decided by the heads of state and government at the Summit of the Americas, to establish, organize, and finance in a manner they deem appropriate national corps of volunteers that can be available to other countries of the Hemisphere.]

[RECALLING that, in the Plan of Action of the First Summit of the Americas, held in Miami, in December 1994, the Heads of State and Government said that the White Helmets Initiative could facilitate the eradication of poverty and strengthen the international community’s capacity for rapid humanitarian response to emergency humanitarian, social, and developmental needs, and that the countries of the Americas could pioneer this initiative by forming national volunteer corps that could respond to calls from other countries in the region;

RECALLING ALSO that, in the Declaration of Mar del Plata of the Fourth Summit of the Americas (Argentina, 2005), the Heads of State and Government reaffirmed their commitment to fight poverty, inequality, hunger, and social exclusion; noted with concern the increased intensity of natural and man-made disasters and their devastating impact on human lives, infrastructure, and economies in the Hemisphere; and called for action at the national, regional, and international levels to strengthen disaster management programs;]

Note the term “man-made disasters.”

Dept. of Homeland Security Secretary Janet Napolitano made news recently for failing to use the term terrorism, instead using the term man-caused disasters.

In a recent interview, she said the following:

[“I presume there is always a threat from terrorism. In my speech, although I did not use the word "terrorism," I referred to "man-caused" disasters. That is perhaps only a nuance, but it demonstrates that we want to move away from the politics of fear toward a policy of being prepared for all risks that can occur.”]

Amazing isn’t it how subtly DC changes the meaning and purpose with just a gentle change of language. The language follows the tone set by the OAS, which follows the tone of the UN.

Civilian Volunteer Corps, to mandatory service, to Civilian National Security Force. Just that quickly, just a change in tone, a few word adjustments and our children go from freedom into mandatory service, from neighborhood good deeds and volunteerism, to ‘campuses’ and ‘uniforms’ with White Helmets. Can we, as a free people, afford to sit back and say nothing?

Please share this information with as many Americans as possible. This may not be a surprise to the readers of NewsWithViews, but to many Americans, it may come as quite a shock.

If possible, read, dissect and expose the OAS, the Inter-American System and the Summits of the Americas to others. Write, blog, call talk radio, make copies and hand them out to your co-workers or your neighbors, visit your representatives, do everything possible. It is going to take each of us doing all we can to unravel this spider web with which we have become entangled.

H.R. 1388; GIVE Act, National Service Corps Bill Clears Senate Hurdle

Following overwhelming House passage last week, the Senate tonight voted 74 to 14 on a procedural move that essentially guarantees a major expansion of a national service corps, a cornerstone of volunteerism that dates back to the era of President Kennedy. It’s akin to a call to arms by President Obama, who has harkened back to those early days to demand giving back by those who voted for him.

In fact, Senator Edward M. Kennedy, the senior Democrat from Massachusetts whose battle with brain cancer has oft kept him absent from the Senate these days, appeared on the floor to welcomes all around as he cast his approving vote as a co-sponsor.

From President Kennedy’s days to the creation of Americorps by then President Bill Clinton, the notion of public service has become a rallying cry. Tonight’s vote, propelled by President Obama’s urging of an expansion, would mean a growth in such work from 75,000 community service jobs to 250,000.

According to the Congressional Budget Office, the cost of the Senate bill at least would be an outlay for the fiscal year 2010 of $418 million to about $5.7 billion from 2010 through 2014.

It’s an historic vote in the sense that a national service corps, an army dispersed to help with education, health services and the environment, would vastly enlarge the notion of “community organizing,” and allow, as Senator Barbara Mikulski, Democrat of Maryland, said tonight, for about 7 million people to be engaged in such work.

The bill enjoyed extraordinary bipartisan support, including namely the major co-sponsor, Senator Orrin Hatch, Republican of Utah, who tonight even recommended reading the biography of R. Sargent Shriver, relative by marriage to the Kennedys and who directed the original Peace Corps from 1961 to 1966.

In addition, Senator Hatch mentioned that the Rev. Rick Warren, the evangelical minister of Saddleback Church and author of “A Purpose Driven Life,” was an enthusiastic supporter of this effort, as was Senator John McCain, the former Republican presidential nominee. The latter’s support, to Senator Hatch, demonstrated the exceptional bipartisan backing of the expansion.

Eleven senators did not cast a vote. The 14 Republicans, some of whom cited the cost in voting against the proposal, are: Senators Sam Brownback of Kansas, James Bunning of Kentucky, Tom Coburn of Oklahoma, Michael Crapo of Idaho, Jon Kyl of Arizona, James Inhofe of Oklahoma, John Ensign of Nevada, Mitch McConnell of Kentucky, Jim Risch of Idaho, Pat Roberts of Kansas, Richard Shelby and Jeff Sessions, both of Alabama, Tom DeMint of South Carolina and John Thune of South Dakota.

Facebook group forms to stop HR 1388; massive expansions in volunteerism bills

The new group Stop HR 1388 has formed at Facebook for the purpose of derailing HR 1388 as it heads to the US Senate after marching its large body through the House of Representatives. The bill is a massive social program that many libertarians and conservatives believe will not only once again contradict the U.S. Constitution, but also create yet another expensive, ineffective program at a time when taxpayers are levying heavy criticism at administrations past and present. The bill makes bloated social programs of the past look stick thin. Hundreds of people have signed up; the group was formed one day ago.

Officially titled the “Generations Invigorating Volunteerism and Education Act” (GIVE), the bill amends and broadens the National and Community Service Act of 1990 and the Domestic Volunteer Service Act of 1973. Had the government a grip on reality, members would realize volunteerism is alive and well in the US, and it doesn't come near the cost this program expansion requires.

No one disputes the value of volunteerism and efforts to improve communities. America is and has been blessed with all manner of volunteerism, as those of us who live in the real world know. Many of us dispute not only the exorbitant funding HR 1388 will require, but the shifting of responsibility from the populace to the government on the grand scale typical of government.

Much of the language in the bill attempts to persuade by referencing national disasters. I think it safe to say our communities and states should be smart enough to prepare for our own disasters, having witnessed what a mess various levels of government manifested during and after Katrina.

A major problem involves states’ rights. The bill requires states to develop comprehensive plans for volunteer and paid service by Baby Boomers and older adults.

The cost during a period when a recession is underway and the administration is already proposing obscene levels of spending is extremely worrisome. The government never reduces; like a marshmallow held over a fire it continues to expand and we all know what happens with that—the mushroom ultimately deflates as it cools.

GIVE also “expresses the sense of the Congress” that the number of AmeriCorps, VISTA and NCCC participants should grow to 250,000 (from 75,000) by 2014.

There are provisions for such matters as a “musician and artists corps program” for low income communities. Rarely is art subsidized by the government of a quality anyone in her right mind would praise. Communities at present have free public libraries holding numerous works on every type of art a creative might seek.

The program is all-reaching and more invasive than a root canal. Childhood obesity, juvenile crime recidivism, old people, young people and everyone in between will be addressed by this legislation. The language is full of terms like “social entrepreneur,” and on first glance, I assumed this indicated an attempt to assist the world’s oldest profession.

On the list of goals is a Public Service Academy, a perfect entity for breeding a whole new generation of political elites. It strikes me the political class is healthier than ever because the government is the only sector growing jobs, having launched such a successful assault on small businesses in the form of taxes, ridiculous regulations and fees that it’s a wonder there is a single entrepreneur left in the land.

Government entitlement programs direct funding to constituents of select politicians, and the constituents go on to form fiefdoms wherein power and money accrue and favors are doled out to the loyal.

Some might question the sanity of an administration and a Congress bent on enacting another expensive social program even as those in other countries ask questions like, “Is this the end of America?”

This bill is nothing more than an enormous document that will commit billions of tax dollars to waste. I’ve written here about doing real community organizing, and most of us learn the truth about that early on. If it’s effective, it didn’t come from the federal government. And if the federal government wants to reach into every nook and cranny of this nation, that represents yet another in a long line of infringements on states’ and individual rights.

As the federal government grows, individual liberty and resources decline. Hundreds of years of recorded history at home and abroad validate that statement.

It is obvious Congress and the administration cannot oversee or manage the federal government we have now. Those with any degree of intelligence should be acting to downsize rather than expand.

The GIVE Act is yet another attempt by liberals to revisit the Age of Aquarius. It is another unnecessary attack on the taxpayer wallet, and if you think you will escape the tax increases necessary to pay for the myriad wishes of this administration, you are not thinking clearly.

The House passed a bill yesterday which includes disturbing language indicating young people will be forced to undertake mandatory national service programs as fears about President Barack Obama’s promised “civilian national security force” intensify.

The Generations Invigorating Volunteerism and Education Act, known as the GIVE Act, was passed yesterday by a 321-105 margin and now goes to the Senate.

Under section 6104 of the bill, entitled “Duties,” in subsection B6, the legislation states that a commission will be set up to investigate, “Whether a workable, fair, and reasonable mandatory service requirement for all able young people could be developed, and how such a requirement could be implemented in a manner that would strengthen the social fabric of the Nation and overcome civic challenges by bringing together people from diverse economic, ethnic, and educational backgrounds.”

Section 120 of the bill also discusses the “Youth Engagement Zone Program” and states that “service learning” will be “a mandatory part of the curriculum in all of the secondary schools served by the local educational agency.”

“The legislation, slated to cost $6 billion over five years, would create 175,000 “new service opportunities” under AmeriCorps, bringing the number of participants in the national volunteer program to 250,000. It would also create additional “corps” to expand the reach of volunteerism into new sectors, including a Clean Energy Corps, Education Corps, Healthy Futures Corps and Veterans Service Corps, and it expands the National Civilian Community Corps to focus on additional areas like disaster relief and energy conservation,” reports Fox News.

The Senate is also considering a similar piece of legislation known as the “Serve America Act,” which also includes language about “Youth Engagement Zones”.

Fears about Obama’s plans to create involuntary servitude were first stoked in July 2008, when Obama told a rally in Colorado Springs, “We cannot continue to rely on our military in order to achieve the national security objectives we’ve set. We’ve got to have a civilian national security force that is just as powerful, just as strong, just as well funded.”

Despite denials that Obama plans to institute a mandatory program of national service, his original change.gov website stated that Americans would be “required” to complete “50 hours of community service in middle school and high school and 100 hours of community service in college every year”. The text was only later changed to state that Americans would be “encouraged” to undertake such programs.

In addition, Obama’s Chief of Staff, Rahm Emanuel, publicly stated his intention to help create “universal civil defense training” in 2006.

“The bill’s opponents — and there are only a few in Congress — say it could cram ideology down the throats of young “volunteers,” many of whom could be forced into service since the bill creates a “Congressional Commission on Civic Service,” reports Fox.

“We contribute our time and money under no government coercion on a scale the rest of the world doesn’t emulate and probably can’t imagine,” said Luke Sheahan, contributing editor for the Family Security Foundation. “The idea that government should order its people to perform acts of charity is contrary to the idea of charity and it removes the responsibility for charity from the people to the government, destroying private initiative.”

Lee Cary of the conservative American Thinker warns that Obama’s agenda is to, “tap into the already active volunteerism of millions of Americans and recruit them to become cogs in a gigantic government machine grinding out his social re-engineering agenda.”

CFR luminary Gary Hart hit back at critics, claiming in a Huffington Post piece that, “Resistance to expanded public service programs can be expected from the ideologically sclerotic, those who occupy the negative ground between government as the problem and government as our enemy.”
