The Senate is set to vote on a bill next week that would define the whole of the United States as a “battlefield” and allow the U.S. Military to arrest American citizens in their own back yard without charge or trial.
“The Senate is going to vote on whether Congress will give this president—and every future president — the power to order the military to pick up and imprison without charge or trial civilians anywhere in the world. The power is so broad that even U.S. citizens could be swept up by the military and the military could be used far from any battlefield, even within the United States itself,” writes Chris Anders of the ACLU Washington Legislative Office.
Under the ‘worldwide indefinite detention without charge or trial’ provision of S.1867, the National Defense Authorization Act bill, which is set to be up for a vote on the Senate floor Monday, the legislation will “basically say in law for the first time that the homeland is part of the battlefield,” said Sen. Lindsey Graham (R-S.C.), who supports the bill.
The bill was drafted in secret by Senators Carl Levin (D-Mich.) and John McCain (R-Ariz.), before being passed in a closed-door committee meeting without any kind of hearing. The language appears in sections 1031 and 1032 of the NDAA bill.
“I would also point out that these provisions raise serious questions as to who we are as a society and what our Constitution seeks to protect,” Colorado Senator Mark Udall said in a speech last week. One section of these provisions, section 1031, would be interpreted as allowing the military to capture and indefinitely detain American citizens on U.S. soil. Section 1031 essentially repeals the Posse Comitatus Act of 1878 by authorizing the U.S. military to perform law enforcement functions on American soil. That alone should alarm my colleagues on both sides of the aisle, but there are other problems with these provisions that must be resolved.”
This means Americans could be declared domestic terrorists and thrown in a military brig with no recourse whatsoever. Given that theDepartment of Homeland Security has characterized behavior such as buying gold, owning guns, using a watch or binoculars, donating to charity, using the telephone or email to find information, using cash, and all manner of mundane behaviors as potential indicators of domestic terrorism, such a provision would be wide open to abuse.
“American citizens and people picked up on American or Canadian or British streets being sent to military prisons indefinitely without even being charged with a crime. Really? Does anyone think this is a good idea? And why now?” asks Anders.
The ACLU is urging citizens to call their Senator and demand that the Udall Amendment be added to the bill, a change that would at least act as a check to prevent Americans being snatched off the streets without some form of Congressional oversight.
We have been warning for over a decade that Americans would become the target of laws supposedly aimed at terrorists and enemy combatants. Alex Jones personally documented how U.S. troops were being trained to arrest U.S. citizens in the event of martial law during urban warfare training drills back in the 90′s. Under the the National Defense Authorization Act bill, no declaration of martial law is necessary since Americans would now be subject to the same treatment as suspected insurgents in places like Afghanistan and Iraq.
If you thought that the executive assassination of American citizens abroad was bad enough, now similar powers will be extended to the “homeland,” in other words, your town, your community, your back yard.

Though I have a tendency to write long articles, thick with commentary, the urgency of the information I want to share with you compels me to keep this direct and to the point.

Along with the information you will be reading, I have included informative links. Please take the time to go to each of these links and verify the information I am sharing with you. It is important that you see the sites for yourself. There is much we all need to understand and share with other American citizens.

First though, I remind you of the ‘proper frog cooking’ theory which explains that a frog put into a pot of hot water will jump right out. Instead, you must put it into a pot of warm water and raise the temperature slowly, so the frog doesn’t recognize the danger, until it is too late.

With that in mind, I’ll get to the point.

March 18th, 2009 the House of Representatives passed the Generations Invigorating Volunteerism and Education Act, HR 1388 followed by a quick passage in the Senate. There is much talk about a provision for the study of a mandatory service program, removed at least for now, with the possibility of being added again in conference.

WND wrote an excellent article about the ‘Give Act’.

I want to give you a little more information and context. Keep that frog in hot water in mind.

The United Nations has a volunteer program called the White Helmets.

[Participation of volunteers, "White Helmets", in activities of the United Nations in the field of humanitarian relief, rehabilitation and technical cooperation for development.

Calls upon States to promote the facilitation of cooperative actions between the United Nations system and the civil society, through national volunteer corps, in order to strengthen the United Nations capacities for early and effective response to humanitarian emergencies; ]

To understand why the UN ‘White Helmets’ should be a concern to American Citizens and how it relates to HR 1388, you must understand how our government works with the OAS and the ‘Summits of the Americas’.

The Organization of American States (OAS) is an arm of the United Nations (UN) In brief; the OAS is a 34 member multinational hemispheric organization of which the United States is one member state. The Summits of the Americas is an instrument of the OAS, as is the Inter-American System.

I have written several articles about the OAS and the Summits, The Demise Of The American Identity and As Our Towers Fell have details about their inner workings and their agenda.

[That the Plan of Action adopted by the Summit of the Americas in December 1994, in which the heads of state and government stated that the White Helmets Initiative can facilitate the eradication of poverty and strengthen the humanitarian rapid response capability of the international community to meet emergency humanitarian, social, and development-related needs, and that the countries of the Americas could pioneer the Initiative through the creation of national corps of volunteers capable of responding to calls from other countries in the region;

…to urge member states of the Organization of American States (OAS) that have not yet done so to take action, as decided by the heads of state and government at the Summit of the Americas, to establish, organize, and finance in a manner they deem appropriate national corps of volunteers that can be available to other countries of the Hemisphere.]

[RECALLING that, in the Plan of Action of the First Summit of the Americas, held in Miami, in December 1994, the Heads of State and Government said that the White Helmets Initiative could facilitate the eradication of poverty and strengthen the international community’s capacity for rapid humanitarian response to emergency humanitarian, social, and developmental needs, and that the countries of the Americas could pioneer this initiative by forming national volunteer corps that could respond to calls from other countries in the region;

RECALLING ALSO that, in the Declaration of Mar del Plata of the Fourth Summit of the Americas (Argentina, 2005), the Heads of State and Government reaffirmed their commitment to fight poverty, inequality, hunger, and social exclusion; noted with concern the increased intensity of natural and man-made disasters and their devastating impact on human lives, infrastructure, and economies in the Hemisphere; and called for action at the national, regional, and international levels to strengthen disaster management programs;]

Note the term “man-made disasters.”

Dept. of Homeland Security Secretary Janet Napolitano made news recently for failing to use the term terrorism, instead using the term man-caused disasters.

In a recent interview, she said the following:

[“I presume there is always a threat from terrorism. In my speech, although I did not use the word "terrorism," I referred to "man-caused" disasters. That is perhaps only a nuance, but it demonstrates that we want to move away from the politics of fear toward a policy of being prepared for all risks that can occur.”]

Amazing isn’t it how subtly DC changes the meaning and purpose with just a gentle change of language. The language follows the tone set by the OAS, which follows the tone of the UN.

Civilian Volunteer Corps, to mandatory service, to Civilian National Security Force. Just that quickly, just a change in tone, a few word adjustments and our children go from freedom into mandatory service, from neighborhood good deeds and volunteerism, to ‘campuses’ and ‘uniforms’ with White Helmets. Can we, as a free people, afford to sit back and say nothing?

Please share this information with as many Americans as possible. This may not be a surprise to the readers of NewsWithViews, but to many Americans, it may come as quite a shock.

If possible, read, dissect and expose the OAS, the Inter-American System and the Summits of the Americas to others. Write, blog, call talk radio, make copies and hand them out to your co-workers or your neighbors, visit your representatives, do everything possible. It is going to take each of us doing all we can to unravel this spider web with which we have become entangled.

A secret report distributed by the Missouri Information Analysis Center lists Ron Paul supporters, libertarians, people who display bumper stickers, people who own gold, or even people who fly a U.S. flag and equates them with radical race hate groups and terrorists. This is merely the latest example in an alarming trend which confirms that law enforcement across the country is being trained that American citizens are a dangerous enemy.

A copy of the MIAC report was sent to us by an anonymous Missouri police officer who was concerned by its content.

Perhaps due to the outlandish and shocking nature of the document, some people are still having difficulty believing it is real. Unfortunately, we have confirmed that it’s 100 per cent genuine. We spoke with Capt Hull at the Missouri State Highway Patrol who told us that the MIAC Strategic Report is a part “normal operation for officers” to receive these periodic reports for “safety purposes and to track trends or changes”. Hull added that the report was for the purposes of training their officers.

We also spoke to Lt. John Hotz who, along with Capt Hull, declined to appear on The Alex Jones Show to talk about the document, but had no qualms about admitting that it was genuine and had been handed out to Missouri police officers.

According to the MIAC website, “MIAC is the mechanism to collect incident reports of suspicious activities to be evaluated and analyzed in an effort to identify potential trends or patterns of terrorist or criminal operations within the state of Missouri.”

The MIAC report specifically describes supporters of presidential candidates Ron Paul, Chuck Baldwin, and Bob Barr as “militia” influenced terrorists and instructs the Missouri police to be on the lookout for supporters displaying bumper stickers and other paraphernalia associated with the Constitutional, Campaign for Liberty, and Libertarian parties.

The MIAC report does not concentrate on Muslim terrorists, but rather on the so-called “militia movement” and conflates it with supporters of Ron Paul, Chuck Baldwin, Bob Barr, the so-called patriot movement and other political activist organizations opposed to the North American Union and the New World Order.

Police are educated in the document that people are are anti-abortion, own gold, display an assortment of U.S. flags, or even those that talk about the film Zeitgeist, view the police as their “enemy” and conflates them with domestic terrorists like Oklahoma City bomber Timothy McVeigh, Olympic bomber Eric Rudolph and other domestic militia groups who have been charged with plotting terrorist attacks.

The demonization of militia groups is something that we have come to expect, despite the fact that the very same constitution police officers swear an oath to defend outlines the need for “a well regulated Militia, being necessary to the security of a free State”. George Washington himself was a member of a militia.

However, the conflation of banal sectors of society such as people who own gold, fly flags, display bumper stickers or who support mainstream political candidates such as Bob Barr, and the guilt-by-association smear that they are likely to be dangerous and potential terrorists, is a staggering alarm bell which indicates police are being trained that ordinary Americans, not radicalized Mexican race hate groups or Al-Qaeda suicide bomber cells, are the number one domestic threat in the war on terror.

The MIAC report is similar to one created by the Phoenix Federal Bureau of Investigation and the Joint Terrorism Task Force during the Clinton administration (see page one and page two of the document). The FBI document explicitly designates “defenders” of the Constitution as “right-wing extremists.” The MIAC report expands significantly on the earlier document.

Indeed, the MIAC report is just the latest in a series of similar threat assessment documents that list average American citizens as dangerous extremists and potential terrorists.

We discovered that similar propaganda was being disseminated from the very top in September 2006 when it was revealed that the Bush administration had been targeting “conspiracy theorists” as terrorist recruiters.

President Bush himself gave speeches about a White House “strategy paper” that formed “an unclassified version of the strategy we’ve been pursuing since September the 11th, 2001,” that takes into account, “the changing nature of this enemy.”

The document says that terrorism springs from “subcultures of conspiracy and misinformation,” and that “terrorists recruit more effectively from populations whose information about the world is contaminated by falsehoods and corrupted by conspiracy theories. The distortions keep alive grievances and filter out facts that would challenge popular prejudices and self-serving propaganda.”

We have highlighted previous training manuals issued by state and federal government bodies which identify whole swathes of the population as potential terrorists. A Texas Department of Public Safety Criminal Law Enforcement pamphlet gives the public characteristics to identify terrorists that include buying baby formula, beer, wearing Levi jeans, carrying identifying documents like a drivers license and traveling with women or children.

A Virginia training manual used to help state employees recognize terrorists lists anti-government and property rights activists as terrorists and includes binoculars, video cameras, paper pads and notebooks in a compendium of terrorist tools.

Such training documents are manifesting real-life situations where people are being harassed, assaulted and arrested by law enforcement simply for owning material or discussing topics related to the Constitution and the bill of rights.

Last May, a student of a large bible college in east Texas was accused by federal agents of committing an “act of terror and espionage” after he gave a talk to a group of Boy Scouts in which he encouraged them to educate themselves about the U.S. constitution.

In July 2007, the Kuhns, a North Carolina couple (pictured above) were terrorized by sheriff’s deputy Brian Scarborough, who broke into their house, assaulted them and then arrested the couple for the crime of flying an upside down U.S. flag.

Buncombe County Sheriff’s deputy Brian Scarborough had just returned from Iraq and according to the Deborah Kuhn, was sent by his staff Sergeant from the local National Guard to “deal with” the Kuhns after a local resident complained about the flag, a fact that was later admitted on TV news. A National Guard soldier in military fatigues had also previously visited the Kuhn’s to harass them about the flag.

Even though Kuhn took the flag down, the officer immediately demanded that the couple show their ID’s and when they refused told them to put their hands behind their back and was about to arrest them before the couple shut and locked the door.

Scarborough then proceeded to kick the door in, “And the next thing we know, the glass is flying, he unlocks the deadbolt and he comes into our house after us,” Kuhn told The Alex Jones Show.

The officer then pursued Mark Kuhn through the house before intercepting him in the kitchen and putting him in a choke hold.

The officer then pulled out pepper spray to which Mark Kuhn responded, “Are you going to spray me in my house?” before Scarborough whipped out his billy club and the Kuhn’s ran out of the house into the street, pleading for help from their neighbors.

The couple were handcuffed, arrested and bundled into a squad car, to the protests of numerous neighbors who demanded to know why the Kuhns were being incarcerated, but were told to leave by police.

As is supported by the United States Flag Code as well as a similar incident in 2001, flying the flag upside down is not a mark of disrespect, and in fact is considered by many to be the highest form of patriotism. Despite this fact, the upside down flag is equated in the MIAC report with terrorist paraphernalia.

Alex Jones’ 2001 documentary film 9/11: The Road to Tyranny featured footage from a FEMA symposium given to firefighters and other emergency personnel in Kansas City in which it was stated that the founding fathers, Christians and homeschoolers were terrorists and should be treated with the utmost suspicion and brutality in times of national emergency.

The lecturer identifies George Washington, Thomas Jefferson and other founding fathers as “terrorists”.

In 2004, Kelly Rushing was charged with making “terroristic threats” after he handed out Alex Jones videos and recordings of a Congressman Ron Paul speech on C-Span to Lyon County, Kentucky officials and Kentucky State Trooper Lewis Dobbs.

A jury later ruled in favor of Rushing but he continues to be harassed by authorities and local law enforcement.

In October 2007, a Michigan man was harassed, handcuffed, assaulted, branded “unpatriotic” and subjected to an unconstitutional search of his vehicle during which drugs were allegedly planted, before being ticketed by a police officer for the apparent crime of freely distributing DVD’s about 9/11 truth.

Last August, a Las Vegas couple were stopped by police, detained and searched as cops demanded to know if there was anything illegal inside the vehicle. When the couple asked why they had been stopped, the police officer pointed at “Infowars” and “Ron Paul” bumper stickers on their car.

In 2001, housewife Abbey Newman was assaulted and arrested by police at a checkpoint for exercising her 4th amendment right. Cops looked through literature which included a copy of a pocket constitution and debated whether or not the material was illegal.

To have secret police, regular troopers and federal authorities target people who discuss the very document that they swore an oath to uphold and protect is a chilling prospect and rivals anything that was a pre-cursor to Nazi Germany or Stalinist Russia.

The precedent of treating a knowledge of the U.S. constitution and the bill of rights as suspicious and possibly a sign of terrorism can only be linked to careful preparations for martial law which are now public.

A shocking KSLA news report last summer confirmed the story we first broke in 2006, that Clergy Response Teams are being trained by the federal government to “quell dissent” and pacify citizens to obey the government in the event of a declaration of martial law.

In May 2006, we exposed the existence of a nationwide FEMA program which is training tens of thousands of Pastors and other religious representatives to become secret police enforcers who teach their congregations to “obey the government” in preparation for the implementation of martial law, property and firearm seizures, mass vaccination programs and forced relocation.

A whistleblower who was secretly enrolled into the program told us that the feds were clandestinely recruiting religious leaders to help implement Homeland Security directives in anticipation of a potential bio-terrorist attack, any natural disaster or a nationally declared emergency.

The first directive was for Pastors to preach to their congregations Romans 13, the often taken out of context bible passage that was used by Hitler to hoodwink Christians into supporting him, in order to teach them to “obey the government” when martial law is declared.

It was related to the Pastors that quarantines, martial law and forced relocation were a problem for state authorities when enforcing federal mandates due to the “cowboy mentality” of citizens standing up for their property and second amendment rights as well as farmers defending their crops and livestock from seizure.

It was stressed that the Pastors needed to preach subservience to the authorities ahead of time in preparation for the round-ups and to make it clear to the congregation that “this is for their own good.”

Pastors were told that they would be backed up by law enforcement in controlling uncooperative individuals and that they would even lead SWAT teams in attempting to quell resistance.

The chilling preparations for martial law and the targeting of Americans who merely talk about the U.S. constitution, own gold, hold pro-life political viewpoints, watch and discuss internet documentaries like Zeitgeist or support mainstream political candidates such as Ron Paul or Bob Barr should act as a wake-up call and prompt more people in different levels of authority throughout religious and educational establishments to go public and expose similar examples of this unfolding tyranny.

FBI Director Warns of Terror Attacks on U.S. Cities

FBI Director Robert S. Mueller III today warned that extremists "with large agendas and little money can use rudimentary weapons" to sow terror, raising the specter that recent attacks in Mumbai that killed 170 people last year could embolden terrorists seeking to attack U.S. cities.


At a speech to the Council on Foreign Relations in Washington, Mueller said that the bureau is expanding its focus beyond al-CIAda and into splinter groups, radicals who try to enter the country through the visa waiver program and "home-grown terrorists."

"The universe of crime and terrorism stretches out infinitely before us, and we too are working to find what we believe to be out there but cannot always see," Mueller said.

One particular concern, the FBI director said, springs from the country's background as a "nation of immigrants." Federal officials worry about pockets of possible radicals among melting-pot communities in the United States such as Seattle, San Diego, Miami or New York.

A Joint Terrorism Task Force led by the FBI, for instance, continues to investigate a group in Minneapolis after one young man last fall flew to Somalia and became what authorities believe to be the first U.S. citizen to carry out a suicide bombing. As many as a half-dozen other youths from that community in Minnesota have vanished, alarming their parents and raising concerns among law enforcement officials that a dangerous recruiting network has operated under the radar.

"The prospect of young men, indoctrinated and radicalized in their own communities . . . is a perversion of the immigrant story," Mueller said.
For the first time, Mueller also disclosed details about FBI efforts to assist Indian authorities probing a November siege by conspirators with ties to a terrorist group in Pakistan. FBI Special Agent Steve Merrill, a legal attache posted to the bureau's office in New Delhi, had been preparing to play cricket for the American team competing at the Maharajah's annual tournament, the FBI director recalled.

Instead Merrill detoured to Mumbai, where he helped to rescue Americans trapped in the burning Taj Hotel and coordinated the arrival of the bureau's rapid deployment team.

Analysts and agents from the FBI ultimately conducted 60 interviews including one of the lone surviving attacker, Ajmal Amir Kasab. Forensics experts pulled fingerprints from improvised explosive devices and recovered data from damaged cellphones, once "literally wiring a smashed phone back together," Mueller said.

Last September in St. Paul, Ramsey County prosecutors formally charged eight members of the group RNC Welcoming Committee with conspiracy to riot in furtherance of terrorism. The criminal complaints reportedly do not allege that any of the defendants personally engaged in any act of violence or damage to property. Instead, authorities are seeking to hold them responsible for acts committed by other individuals during the RNC’s opening days. We speak to one of the defendants, Luce Guillen-Givins, and RNC 8 Attorney Jordan Kushner. [includes rush transcript]

AMY GOODMAN: We end today’s broadcast by looking at the latest developments in the case of the RNC 8. Last September in St. Paul, Ramsey County prosecutors formally charged eight members of the group RNC Welcoming Committee with conspiracy to riot in furtherance of terrorism.

The eight activists are believed to be the first people ever charged under the 2002 Minnesota version of the federal PATRIOT Act. The activists face up to seven-and-a-half years in prison. The criminal complaints filed by the Ramsey County attorney reportedly do not allege any of the defendants personally engaged in any act of violence or damage to property. Instead, authorities are seeking to hold the eight defendants responsible for acts committed by other individuals during the opening days of the Republican National Convention.

In December, Ramsey County Attorney Susan Gaertner, who is also running for governor of Minnesota, added three more felony charges. Combined, the charges could carry a maximum of twelve-and-a-half years in prison.

Luce Guillen-Givins is one of the RNC 8—Luce. She’s also joined by Jordan Kushner, an attorney for the RNC 8. They both join us from Minneapolis.

Luce, when do you go to court?

LUCE GUILLEN-GIVINS: My next hearing is on February 27th in the morning, and it’s a motions hearing on discovery.

AMY GOODMAN: And what are you exactly charged with?

LUCE GUILLEN-GIVINS: I have four felony counts that I’m facing: conspiracy to commit a riot in furtherance of terrorism, conspiracy to commit riot, conspiracy to commit criminal damage to property in furtherance of terrorism, and conspiracy to commit criminal damage to property.

AMY GOODMAN: Luce, what were you doing at the Republican convention?

LUCE GUILLEN-GIVINS: Well, at the convention, I was in jail. I had been in jail since the Saturday before. But I did spend more than a year and a half beforehand organizing with a group called the RNC Welcoming Committee. And we were primarily an infrastructural logistical group bringing together a lot of different people for radical protests at the convention.

AMY GOODMAN: Jordan Kushner, there has already been a case that’s gone to trial that we covered, because it involved an FBI informant. That case went to mistral. What is the significance of the two men who were charged in that case? In that case, what was it? A hung jury? And what it means for the RNC 8?

JORDAN KUSHNER: That’s right. It was a hung jury, and technically it doesn’t mean anything for the RNC 8, because there’s no connection whatsoever between the RNC 8 and those people, even though the prosecutor in that case was trying to tie them to the Welcoming Committee.

But the fact that you had people who indisputably had Molotov cocktails and the jury couldn’t agree on convicting them, I don’t think that bodes well at all for the state in this case, where you have people who were locked up in jail while the convention protests were going on, aren’t accused of having or doing anything that could cause any harm to other people, and yet they’re being charged with felony terrorist charges.

AMY GOODMAN: And, Jordan Kushner, the latest information about an FBI informant within the RNC Welcoming Committee that has just come out?

JORDAN KUSHNER: That’s right. He was an FBI informant and actually was an FBI informant in that Molotov cocktail case, too, although he wasn’t called because of the criminal charges of his own that he’s facing. He was arrested for some violent burglary charges in January, where he broke into someone’s house, assaulted two people. And so, he’s facing felony charges right now in Hennepin County over that. He was the most—he’s the principal informant in the RNC 8 case, the main person they’re relying on to accuse them of planning the destruction of property.

AMY GOODMAN: What will it mean for your case, given that he was just charged in a criminal case? I mean, could charges against him be lessened depending on what he said in the RNC 8 case?

JORDAN KUSHNER: Well, we don’t know right now, because his prosecution is at the beginning stages. And, of course, it shouldn’t have any affect. This is something he did on his own, and it’s actually much more violent than anyone that’s involved in the protest is accused of doing. So I think it would be scandalous if they lessened his charges in that case and let him out of committing violent felonies because he’s cooperating against—in a political prosecution against political protesters. And so, we’ll have to see how this dynamic plays out.

AMY GOODMAN: Luce, did you know him? According to the paper this morning, Andrew Darst, thirty years old, spied on anarchists planning disruptions at the RNC, the paper said.

LUCE GUILLEN-GIVINS: I did know him. He was an active part of the Welcoming Committee for a number of months before the convention, and he was somebody that I saw and spoke to on a regular basis.

AMY GOODMAN: For those who are watching TV, we had just showed a picture of Brandon Darby. Now, Brandon was the self-confessed FBI informant when documents came out showing—was in the other case of the two young men who were charged whose case went to—ended up with a hung jury, so they face another case.

Luce, you’re the—your case, it’s believed that you’re the first people to be charged under the Minnesota version of the USA PATRIOT Act that was passed in 2002. The significance of this, as we wrap up?

LUCE GUILLEN-GIVINS: I think the significance is that this is one more step in the process of criminalizing dissent. Of course, people were outraged when the PATRIOT Act passed in the first place. And then state versions were passed across the country. And it’s significant anywhere that people would be prosecuted as terrorists for involving themselves in political dissent of any nature. And, of course, it’s not about necessarily agreeing with our politics or toeing any sort of party line. It’s the fact that we do have a right to protest. Any prosecution under a PATRIOT Act or any similar legislation infringes on those rights.
